Why has the toolbar disappeared on IE?

It only reappears when I move my mouse to the top of the screen. What's more, even when it reappears, it looks different than it used to. Specifically, I don't see a menu anymore. Hence, I can't tell you what version I'm using. I would imagine that it is 6 or 7. Thank you.
