Renting a house out of code?

Is it legal for a landlord to rent a house that is out of code? Being that the house does not have central heating--- it only has one gas furnace that is below ground. The landlord mentioned that the furnace was out of code aswell as the fireplace. Is it legal to rent the house with no heat and a furnace that is out of city code? Thank you
