Why do Chelsea fans say 'parking the bus' is defensive football?

All small clubs park the bus against big boys... just because they're rich it doesn't mean that they know how to play football. They're small club with money so the only difference between them and Stoke City is that they're defending with players worth millions while Stoke is defending with a team worth almost a million.
