What 90's movie is this?

Its a movie that they showed in the 90's on disney channel it was about this group of kids who skated (on inlines) and they went head to head with an opposing group of kids, the only scene i recall is a girl rolling down a hill and she skid her knees real bad, she was wearing overalls and was Spanish; also they lived near the beach and the leader of the group had long hair and was white.
