Our 2 yr old male chihuahua always licks our 7 week old female chi, and not in a good way. he is a part licker?

just leave them be. maybe he is trying to "mother" the puppy. maybe he is being submissive to her. its really not a big deal. as long as he is neutered and you have her spayed when she is 6 months.
